Job Description

The NC Department of Health and Human Services (DHHS) Data Office is seeking a senior business project coordinator to manage the execution of the Data Office’s ongoing strategic business priorities.

Roles and Responsibilities

Responsibilities include but are not limited to:

• Coordinate operations and maintenance of key Data Office project efforts with the NC DHHS APMO Applications Support teams and external Vendors for projects of high strategic importance to DHHS
• Managing scope, resources, timelines, costs/budget, quality, communication, and procurement to meet the goals of the Data Office and its internal non-IT projects
• Ensuring that Data Office internal projects, project plans and schedules are established and maintained, ensuring that deliverables are completed timely and accurately, including working with partner Divisions and vendors to ensure on time delivery
• Coordinating and communicating across internal project and program teams
• Appropriately managing complexity and risk, including dependencies of the internal projects that extend to multiple Divisions and external entities, with clear solutions to mitigate risks
• Responsible for working directly with senior level executives, IT personnel, business program, and external resources to analyze and execute internal project requirements and manage business program expectations

 

Qualifications

• Knowledge/Skills/Education
• Ability to manage complex strategic projects with multiple work streams
• Ability to create simple to complex project plans, timelines, and work breakdown structures
• Must have strategic planning skills with good understanding of roadmap development
• Must have proficiency in project management, agile, scrum, and Kanban software tools
• Strong written and oral communication skills
• Ability to work effectively with all levels of staff, clients and other IT personnel, and proven experience working collaboratively with multiple business/program partners
• Flexibility, adaptability, and ability to work in a high-demand dynamic environment
• Ability to effectively identify and resolve system or business process/project issues
• Results-oriented, self-motivated individual with a very strong work ethic and must be able to demonstrate planning, negotiation, communication, and problem-solving skills
• Ability to act independently with sound business judgment

Leadership team prefers applicants with the following:
•Experience building project plans in data and/or analytics environment
•Experience collaborating with State and Local Government
•Experience with Health and Human Services programs

Experience

•Program Management experience managing multiple large complex projects – Required 5 year
•Experience creating roadmaps for the program – Required 3 years
•Experience working with business cases, Cost Benefits, and market analysis information – Required 3 years
•Proven track record of delivering business projects and O&M efforts within budget, scope, and schedule – Required 5 years
•Objective decision-making ability based on strategic objectives priority, business performance analysis, and resource availability – Required 3 years
•Hands-on experience coordinating effort risk, cost, schedule, testing, and communications. – Required 5 years
•Strong supervision, organizational, interpersonal, and time management skills. – Required 3 years
•Demonstrated presentation, training skills, and oral and written communication skills. – Required 3 years
•Experience with MS Office applications – Required 3 years
•Experience coordinating the internal effort, initiatives, and O&M activity for a program – Required 5 years
•Experience collaborating with State and Local Government – Highly desired 3 Years •Experience coordinating efforts involving large data and complex data solutions – Required 3 years
